BCBA wages and margins in West Virginia

A lower-than-national analyst wage combined with an above-median analyst rate gives West Virginia one of the more favorable BCBA economics among states with modest rates. The margin is what remains before documentation, travel and administration, but it leaves real room to recruit and retain analysts, which is often the limiting factor for ABA access in a rural state.

Caregiver training: the weak analyst code

That creates a gap inside the analyst tier. A BCBA's hour on 97155 or 97151 is worth far more than the same hour spent coaching parents. Because parent training supports generalization at home and is often expected in a treatment plan, agencies should keep it in the plan but schedule it efficiently: shorter, focused sessions, combined with observation of the parent running procedures, and always authorized before delivery.

Technician assessment support and groups

West Virginia is the lowest-paying state in the country for technician assessment support. 97152 pays $9.90 per unit, or $39.60 an hour, 29th of 29 states and 48.6% below the national median of $77.04, just under Louisiana at $40.00 and New Jersey at $44.80. The wage share on that code is 67.8%, leaving a margin of $12.75 an hour.

Technician-led groups (97154) pay $4.50 per unit, or $18.00 an hour, 30th of 37 and 39.9% below the national median of $29.96. Both 97152 and 97154 carry an April 1, 2021 effective date. Since group codes are billed per participant, a technician-led group earns more per staff hour than the hourly figure suggests, but the analyst-led group on 97158 is the far stronger group option on this schedule.

Weekly hour limits and prior authorization in West Virginia

West Virginia applies a weekly hours limit to every ABA code from 97151 through 97158, and each carries one prior authorization rule. Code H0031 carries one prior authorization rule and a yearly limit. The other H-codes on the schedule, H0032, H2012, H2014 and H2019, carry no prior authorization rule.

For intake teams, the weekly limit means authorizations should be written and tracked by code and by week. Analyst hours on 97155 and technician hours count against separate weekly limits, so the supervision plan needs its own authorization line. Hours not delivered in a given week generally cannot be carried into the next, so cancellations translate directly into lost revenue.

Fee-for-service, waivers and managed care

West Virginia pays its ABA schedule through West Virginia Medicaid fee-for-service, administered by the Bureau for Medical Services, which accounts for nearly all of the state's 88,707 current rates. Other West Virginia services have moved more recently. HCBS and personal care rates rose 6.12% effective October 1, 2025, and the state has issued several State Plan Amendment notices on reimbursement.
