What skilled home health is

Medicaid home health is a mandatory benefit: nursing, home health aide and therapy visits ordered by a doctor or other practitioner under a plan of care, delivered by a licensed home health agency.

It is medical care, not daily living help. Family members are generally not paid under it; the agency's staff make the visits. Daily help without a skilled need comes through personal care, consumer-directed or waiver programs.
