What waiver in-home services is

Home and community-based services waivers pay for in-home supports for people who would otherwise qualify for a nursing home, hospital or ICF/IID level of care. Many include personal care, respite, homemaker and adult day services.

Waivers can cap enrollment, so some states keep waiting lists. Several let participants self-direct part of their services and hire family.
